This video came out around the time of Hurrican Harvey in Houston. The creator alleges that FEMA Barges are actually dumping people into the ocean, using shipping containers. If this is true, we are facing a horrifying reality.

In the Aquaman movie, there is a scene where Aquaman is at the bottom of the ocean, driving his sub among a bunch of shipping containers. I believe those are supposed to be the containers that contain these people.

This might all be speculation...or this might be EXACTLY what's going on.
